Colonel Richard “Dick” Toliver is a distinguished Air Force combat pilot, Tuskegee Airmen protégé, author, and national advocate for service and justice. A graduate of Tuskegee University, he flew 446 combat missions in Southeast Asia, logged over 4,000 flight hours, and earned some of the nation’s highest military honors before retiring after 26 years of service.
Beyond his military career, Colonel Toliver has dedicated his life to education, civil rights, and preserving African American history, including helping secure the Congressional Gold Medal for the Tuskegee Airmen. He is also the author of An Uncaged Eagle, WOMAN – A Godly Creation, and Black Wings Over Arizona.
A powerful storyteller and motivational speaker, Colonel Toliver continues to inspire generations with lessons of courage, resilience, faith, and service. We are honored to welcome him as our 2026 MLK Keynote Speaker.
